1928 Peace dollar value
The 1928 Peace dollar (Philadelphia, no mint mark) is the key date of the Peace dollar series: only 360,649 were struck — the lowest mintage in the entire series — and a circulated example guides at $100–$250 in Good to Fine. The 1928-S (San Francisco) is a different coin at a different price: about $61 in Good, near melt.
The three numbers that matter

The 1928 Philadelphia Peace dollar has the lowest mintage in the series at just 360,649 coins — roughly half the next-lowest issue. Even heavily worn examples command strong premiums well above melt. Because collectors recognised its scarcity early, many were saved, so Mint State examples actually outnumber circulated survivors.
1928 vs 1928-S — check the mint mark
Two mints struck Peace dollars in 1928. Philadelphia used no mint mark; San Francisco placed a small 'S' on the reverse, just above the eagle's tail, close to the rim. The 1928 Philadelphia (no mint mark) is the rare one: G $99, F $190, XF $235 (CoinStudy). The 1928-S is inexpensive in circulated grades: G $61.35, F $62.51, XF $80.96 — near melt. The mint mark is small; use a loupe.
The 1928-S VAM-3 doubled motto
Some 1928-S dollars show doubling on the reverse motto 'IN GOD WE TRVST' (VAM-3, a Top 50 Peace Dollar variety). Combined PCGS and NGC populations are under 140 examples; an MS64 sold for $1,380 at Heritage in January 2022. Check the motto under magnification.
